PBA introduces new rules to bring more excitement to the game!

The Philippine Basketball Association (PBA) is considering a series of proposed rule changes to be tested during the PBA on Tour that will commence on May 21 at the Caloocan Sports Complex. PBA Commissioner Willie Marcial stated that the league aims to enhance the PBA game’s quality and excitement by allowing teams to experiment with new game schemes and combinations while experimenting with new rules and interpretations.

The proposals, including introducing a head coach challenge, parameter setting for transition take foul, and ejection from technical and flagrant fouls were prepared by the PBA technical team and presented to coaches on Wednesday. The proposed changes will undergo further scrutiny during the preseason games before being sent to the competition committee, which consists of coaches and PBA officials, for a final decision. After approval by the PBA Board of Governors, the proposed changes will be implemented in Season 48.

The proposed rule changes are as follows:

RULE 5 – Section V – GAME CLOCK Present rule: The timing device shall be stopped after every basket during the last one minute of the first, second, and third quarters and the last two minutes of the fourth quarter or overtime period. Proposed change: The timing device shall no longer be stopped during the previous one minute of the first, second, and third quarters.

RULE 8-B – Section VI – TEAM FOULS Present rule: Double personal fouls shall add to a player’s total but not to the team total. Proposed change: Double personal fouls shall be added to a player’s and the team’s total.

GOAL TENDING Present rule: On a goal-tending or basket interference call, an inadvertent whistle will result in a jump ball at the center circle if the call is erroneous. Proposed change: (a) If there is immediate control of the ball after the whistle, the team with direct control of the ball will be awarded the ball. (b) If there is no direct control of the ball after the whistle, the game will be resumed with a jump ball at the center circle. (c) If the ball goes out of bounds after the whistle, the same team will be awarded the ball.

RULE 4 – Section XIV (b-5) – BACKCOURT VIOLATION THROW-IN SPOT Present rule: After the ball is out of bounds, the team shall designate a player to make the throw-in. He shall throw-in at the spot out-of-bounds nearest where the ball crossed the boundary. Proposed change: After the ball is out of bounds, the team shall designate a player to make the throw-in. In addition to the proposed changes mentioned earlier, another significant rule change being considered is introducing a “head coach challenge.” This is a rule that all coaches favor and could add an exciting new dimension to the game.

Under this proposed rule, each coach will be allowed to challenge up to two calls made by the referees during the game. The challenge will trigger a video review, and the coach will retain the challenge if the call is overturned. If the call stands, however, the coach will lose their challenge.

Other proposed changes include new parameters for the “transition takes foul,” intended to discourage teams from committing deliberate fouls to stop the clock during fast breaks. The rule changes would clarify when such fouls can be called and how they should be enforced.

Another proposed change involves ejection from technical and flagrant fouls. A player or coach may be ejected for various offenses, including two technical fouls, one flagrant foul penalty 2, or physically contacting an official. The new proposals, if adopted, would revise the circumstances under which a player or coach can be ejected.

The PBA Commissioner developed the proposed rule changes with input from the league’s technical team, including the deputy commissioner, technical consultant, technical head, and operations senior officer. The proposals were then presented to the coaches during a meeting, where they were discussed and debated.

After being implemented during the preseason games, the proposals will be subject to final scrutiny by PBA officials and the members of the “competition committee,” composed of coaches. If approved, the proposed rule changes will be forwarded to the PBA Board of Governors for formal resolution and approval for implementation starting in Season 48.
